The Firm:

MHS Planning & Design is a small consulting firm with offices in Tyler, Texas. Mark Spencer is the principal of the firm and has been active in the park planning since 1975. To date, Mr. Spencer has assisted over fifty cities and counties throughout Texas with their parks, recreation and open space issues. These include projects for small rural communities, as well as some of the most progressive and dynamic cities in the South - such as The Woodlands, Richardson, Allen, and Sugar Land. “Our clients all have one thing in common” - Spencer recently stated - “they all have a burning desire to dramatically improve the quality of life through parks, open space, and recreation in their communities.”

Parks and Open Space Grant Assistance

Throughout his career, Mark Spencer of MHS Planning & Design has prepared almost one hundred Texas Parks and Wildlife grant applications. With the exception of a few projects, all of the applications prepared have been funded. Spencer noted that the key to developing a good grant-aided park project is based on determining the local needs, customizing the project to meet those needs, and following the scoring system established by Texas Parks and Wildlife. With few exceptions, Spencer has been retained by the grant applicant to prepare construction plans and specifications and guide the construction of each project in which he prepared the application - indicating a high level of client satisfaction.

Parks and Open Site Design

Mark Spencer has also designed over 150 parks throughout Texas. These range from small downtown ornamental areas to vast regional parks designed to accommodate hundreds of thousands of people. Since each park designed by MHS Planning & Design is based on the specific needs of the client, each project turns out quite unique. Cookie cutter parks are not a product of the firm. Each project is viewed as an opportunity to make a major impact on a community and the lives of each potential park patron. Parks and Open Space Master Plans

MHS Planning & Design has extensive experience in the preparation of city and county-wide Parks and Open Space Master Plans. Plans prepared by the firm vary from city to city, but usually have three things in common: they are unique to the community, the involve extensive citizens input and they are results oriented. The philosophy of the firm is that each master plan must produce tangible results in order to be successful.
