
Parks, Recreation, and Open Space Master Plan: 2021 - 2031

MHS has successfully partnered with the City of Allen since the late 1990s to develop Parks and Open Space Master Plans. The Allen Park System has developed and expanded the past 30 years, and the 2021 Parks Master Plan was created with an emphasis on park redevelopments, amenity replacements, and improved maintenance programs as the City approaches build-out.
Takeaways
Clear and concise communication is crucial between all stakeholders, Boards, and Council. Many decisions were made throughout the planning process that were not necessarily in line with what other stakeholders, Boards or Council desired. This could have been avoided if more upfront conversations with more individuals in the room at the decision table were conducted.
Existing parks are important for the community. It can be exciting for new parks to be developed; however, it is critical that communities continue to monitor existing parks to ensure they are continuing to satisfy the needs of the community.
Development of a structured maintenance system can ensure the parks system remains in quality condition and can encourage park usage. The City can use a maintenance plan to efficiently develop their FY budget.
