MHS partnered with the City of Winnsboro and KSA Engineers to develop a City-Wide Comprehensive Plan with an emphasis on Parks, the Downtown, the Farmers Market, Arts District and general needs of the community. Residents desired a more culturally friendly environment with a walk-able downtown, eclectic farmers market and a performing arts district. In addition, the need for updated and new infrastructure was apparent. Specific goals, objectives and action plans were developed with associated timelines, estimated costs and required city staff and/or partners. 

Overall, the project plan was a success; both the downtown and farmers market have been significantly updated, and funding has been received from State Partners for future park projects.
